I don't have any other details, but a cursory review looks like changes to the detriment of players...of course. I did want to correct one thing though since I was caught by this error of words. You have quoted that you have to pay “port fees” which is what Harrahs state as well when they offer you a certificate. You actually are responsible for NCF fees which is inclusive of port fees.
